Public Sector Workforce Strategy · Northeast Florida
Anglin Assessments LLC brings PhD-level compensation analysis and psychometric rigor to counties, municipalities, and public safety agencies that need defensible, market-competitive pay structures — without the price tag of a national consulting firm.
The Problem We Solve
Post-pandemic wage inflation, a tightening labor market, and growing pay equity scrutiny have made outdated compensation structures a serious operational and legal liability. Yet for small and mid-size jurisdictions, a full classification and compensation study from a large national firm can cost $40,000 to $75,000 — often out of reach.
We built a model that changes that.

Your pay plan should tell a clear, defensible story about why every position is valued the way it is. When it can't, you face turnover, recruitment failure, compression, and legal exposure.
We conduct full compensation and classification studies grounded in job analysis science and Uniform Guidelines compliance — producing a pay structure that is internally equitable, externally competitive, and built to last.

Hiring and promotion decisions in the public sector carry legal weight. A selection process without documented validity evidence is a litigation waiting to happen.
We design, validate, and document personnel assessment systems that are psychometrically sound, legally defensible, and designed to identify the candidates most likely to succeed in the role.

Areas of Expertise
Engagement Types
I started Anglin Assessments because the clients who need the most rigorous workforce analysis — small counties, under-resourced municipalities, public safety agencies — are often the ones least able to access it. Large consulting firms price them out. Junior analysts don't have the depth. And the work suffers.
My career has been built inside the systems I now serve. As the Industrial Psychologist for the Jacksonville Sheriff's Office, I've led compensation analysis for one of the largest consolidated law enforcement agencies in the United States — a workforce of more than 3,000 people where getting the pay plan wrong has real operational consequences.
That experience — combined with doctoral training in I-O psychology, Certified Compensation Professional credentialing, and applied psychometric work on federal programs — gives Anglin Assessments a foundation that most boutique consulting firms simply don't have.
When you work with Anglin Assessments, you work with me directly. Not a project manager who hands it to a junior analyst. Not a national firm that treats your engagement as one of forty running simultaneously. Every study I deliver carries my name, my credentials, and my professional accountability.
"The rigor I bring to a 200-person county is the same rigor I apply to a 3,000-person law enforcement agency. That standard doesn't change."

Standards & Compliance
Fall 2026 Consortium Enrollment is Open. A limited cohort of five Florida, Georgia, and South Carolina counties will be accepted for the fall study cycle. Spots are reserved on a first-confirmed basis.
The Problem
Most small and mid-size counties know their pay plan is overdue for a review. Turnover is up. Recruitment is harder. Long-tenured employees are underpaid relative to new hires. The compensation structure hasn't been touched in five to eight years.
The obstacle is almost always cost. A single-jurisdiction engagement with a national consulting firm runs $40,000 to $75,000. That's a hard ask in any budget environment — and an impossible one when competing with infrastructure, public safety, and operational priorities.
The Solution
Three to five neighboring counties jointly commission a compensation and classification study. The core methodology, labor market survey infrastructure, and analytical framework are shared across participants. Each jurisdiction receives a fully individualized study — not a regional average — at a significantly reduced cost.
Each County Receives
What's Shared
Shared infrastructure = lower cost per county. Your data and analysis remain completely separate and confidential.
Investment
Based on workforce size and number of classifications. Final fee confirmed at intake.
Compare to $40,000–$75,000 for a single-jurisdiction engagement with a large national firm.
| Factor | Large National Firm | Anglin Assessments Consortium |
|---|---|---|
| Cost per county | $40,000–$75,000 | $15,000–$20,000 |
| Who delivers | Junior analyst | PhD principal, direct |
| Timeline | 6–9 months | 3–4 months |
| Adverse impact review | Optional add-on | Included |
| Legal defensibility | Varies by firm | Uniform Guidelines-based |
| Your data confidentiality | Shared infrastructure | Fully separate, confidential |
The Process
We spend 20 minutes understanding your county's workforce size, current pay structure, and the specific pain points driving the need for a study. No obligation.
We confirm participating jurisdictions and finalize the scope and fee for each. Cohort formation typically takes two to four weeks.
Job analysis surveys, position questionnaires, and organizational data are collected from each jurisdiction. We handle survey administration and follow-up.
We conduct the market compensation survey, internal equity analysis, and classification review for each county simultaneously.
Each county receives an individualized written report and a live presentation to county leadership, commissioners, or HR staff — your choice.
Fall 2026 cohort is limited to five jurisdictions. Reserve your county's spot.
